I give what I’d like to receive which is “fully-baked proposals”  and think the quote you’re referring to show’s I’m more spontaneous and full of surprises than “serious/deep” cause it disputes a monotonous and bland lifestyle BUT I’m not indifferent to things important. Hope that answers your question.
